Update: According to a tweet from HTC insider @LlabTooFeR, Android 4.3 update for U.S. version of the HTC will be arrive in few weeks with Sense 5.0 UI only. And after this update takes place, the international version of the device will also receive the Android 4.3 update, although this update will come with Sense 5.5.
LlabTooFeR also revealed that, other 2013 HTC smartphones will receive the Android 4.3 update and Sense 5.5 after HTC announces the HTC One Max.
Earlier: While everyone were busy testing out new gadgets at IFA Trade Fair 2013 this week, one loyal reader of GSMArena spotted Blue HTC One running Android 4.3 Jelly Bean on it. Not only that, HTC America's president Jason Mackenzie has tweeted that, the Android 4.3 Jelly Bean update for HTC One is right on schedule and will be rolled-out globally by the end of this month.

The update will be rolled out for both the US and the EU HTC One units. HTC One was initially launched with Android 4.1.2 Jelly Bean on-board, and after few month, in July, the company started rolling out the Android 4.2.2 update for the One, with September will bring Android 4.3 on it (as reported).
It seems that HTC is ahead of the competition as they have started seeding Android 4.3 update, while Samsung will update their H1 flagship devices in October, and Sony is still in awaiting condition.
